What the law says
The regulation forbids "an exchange of money or other articles of value" for a plate transfer, and names revocation of the plates as the penalty.

Why TagsTrader does not list Rhode Island plates
TagsTrader does not list plates from Rhode Island, because a sale to an unrelated buyer is not lawful there. A listing would invite a sale that cannot legally conclude, and a buyer could pay to open contact on it. There is no workaround on this page, and there will not be one.
