In California, a vehicle changes hands too: the documented route runs the plate inside a vehicle sale, over several DMV visits. In Texas, it depends on the plate: auction plates transfer by sale, standard personalized plates never do. Everywhere else, rules vary by authority. Confirm before you buy or sell.
