What the law says
A personalized registration plate may pass only to the registrant, their spouse, parent or child. An unrelated buyer is not on the list.

Why TagsTrader does not list Pennsylvania plates
TagsTrader does not list plates from Pennsylvania, because a sale to an unrelated buyer is not lawful there. A listing would invite a sale that cannot legally conclude, and a buyer could pay to open contact on it. There is no workaround on this page, and there will not be one.
What TagsTrader does and does not do
