What the law says
The statute states that personalized special license plates "shall not be transferred to any other person." There is no route, however awkward, for a stranger to receive your combination.

Why TagsTrader does not list Oklahoma plates
TagsTrader does not list plates from Oklahoma, because a sale to an unrelated buyer is not lawful there. A listing would invite a sale that cannot legally conclude, and a buyer could pay to open contact on it. There is no workaround on this page, and there will not be one.
